A Path to Improvement

With an eye toward expanding operations, Jefferson County PUD commissioned TCF to evaluate existing conditions at its two separate facilities and explore alternatives for physical re-organization as part of the development of a long-term facility use strategy. A consolidated campus solution was selected for its economic and functional benefits for customers and staff.

Success Starts with a Solid Plan

The planning process engaged District staff at all levels to develop a comprehensive program, and explore two options:

  1. Split facilities, moving admin and customer service to an existing building in Port Townsend while expanding the Operations Center
  2. Build a consolidated campus that brings all functions together at the current Operations site 

Option 2 was selected for its long-term economic efficiencies, as well as the benefits of bringing staff together to provide “one-stop” services for customers. 

Old Meets New, Seamlessly 

Phase One delivers a renewed and expanded facility that brings administrative, operations, and customer service functions together under one roof—anchored by a public meeting space that strengthens community connection. The design enhances the existing single-story structure while introducing a complementary addition, unified through a consistent palette of metal roofing, fiber cement siding, and clear-sealed cedar. These materials create a cohesive identity between old and new, marking the entry with a welcoming, dynamic expression that reflects both functionality and craft.

TCF has been extremely dedicated and thoughtful on making sure that project goals stay on track while also completing design concepts that are both innovative and functional.

Inside, staff and guests can enjoy a more upbeat, collaborative and efficient professional environment. With Phase 1 complete, JPUD is working toward a ten-year, multi-phase master plan buildout accommodating all administrative, customer service, and operations functions at the Four Corners Road property.
